BACKGROUND:

Infuriated that Congress dares carry out its constitutional duty to hold Executive accountable, Trump’s trying to obstruct all congressional oversight, just like he obstructed Mueller’s probe. 
As Mueller makes clear, obstruction-of-justice law reaches all corrupt conduct capable of preventing justice from occurring, regardless of means employed. It requires corrupt intent, obstructive conduct, sufficient nexus to desired outcome 
  • “Obstructer” can satisfy corrupt intent, even if committed no underlying crime 
  • Multiple attempts to stymie investigation enough—if done to prevent, such things as (1) further scrutiny of his and campaign’s conduct, (2) questioning legitimacy of his election, (3) uncovering behavior making him, campaign, or family look bad or guilty of other crimes  
  • No requirement that obstructive conduct succeed, but only effort made to accomplish the evil purpose—making irrelevant incompetency of attempts or subordinates’ refusal to carry out orders 
Mueller describes Trump assaulting rule of law, attempting to manipulate justice system, dangling pardons to induce perjury, putting own personal interests before those of nation’s security. A President that openly threatens integrity of justice system and says has unlimited power to continue doing so must be stopped. To protect our democracy and constitution, Congress must do that now.
