Puerto Rico and the US Virgin Islands are in crisis, after being devastated by Hurricanes Irma and Maria—thousands of homes in ruins, roads blocked, bridges collapsed, hospitals destroyed, airports and ports damaged, and no fresh water, fuel, power or phone service. http://wapo.st/2fU3FOH

Puerto Ricans are Americans—like Texans and Floridians—but Trump administration been slow to react, despite the unfolding horror show and pleas for federal help by officials on the ground. The administration:
• took 8 days to grant 10-day reprieve from the Jones Act, which requires that goods shipped between US ports be carried by ships built/owned/operated by Americans, doubling prices for Puerto Rico http://nyti.ms/2fV6eA1

Congress can help Puerto Rico by:
• suspending Jones Act for one year, or even a permanent waiver, so they can import basic supplies necessary for survival and rebuilding

• placing a moratorium on the island’s debt payments
• waiving FEMA rule requiring 25% match of federal funds
• creating a task force to address massive rebuilding, like Superstorm Sandy response

We won the battle to defeat the Graham-Cassidy ACA repeal and now we must address other healthcare needs. We need Congress to work together to improve our healthcare, not take it away.

Yesterday we called about reauthorizing CHIP before its funding runs out on September 30th.  Without timely reauthorization the healthcare of 9 million children will be put at risk.

Congress also needs to fund another critical part of our health care system – Community Health Centers (CHC).  The $3.6 billion Community Health Center Fund will sunset on September 30 if it’s not renewed. Despite having strong bi-partisan support (http://bit.ly/2k2CLbQ), CHCs were put at risk when Senate GOP leaders chewed up precious days trying to pass the Graham-Cassidy bill.

CHCs are the backbone of care for low-income and homeless people. They provide primary care, counseling, dentistry, and more, whether or not patients can pay http://bit.ly/2k2YtMR.

• More than 350,000 Oregonians receive their care from CHCs
• Oregon CHCs employ 4,000 people http://bit.ly/2wWHK3R
• Blumenauer, Bonamici, DeFazio and 108 other Representatives have co-sponsored legislation funding CHCs
 
Congress must reauthorize CHIP and fund Community Health Centers. They must act now so that our most vulnerable citizens see no break in their health care.

Member Spotlight | Kat Adams


Tell us a little about yourself and the ways you’re active with Indivisible North Coast Oregon (INCO).

A little over four years ago, I moved here to my grey ocean from Ashland, Oregon—a move that took me from south to north and from the mountains to the ocean. I currently live in Hammond, about a block and a half from the tidal Columbia River, along a bike path. It’s beautiful!

I’ve been active with INCO from the start, going regularly to INCO meetings in Warrenton. I’ve also taken part in demonstrations in front of the Astoria Post Office. I’ve called my members of Congress on important issues and written “letters to the editor” that were published in The Daily Astorian. I also marched with other INCO members in both Warrenton’s Fourth of July Parade and Astoria’s Regatta Parade in August. In addition, I do my best to get to most of Warrenton City Commission meetings. As I have a demanding day job, I’m unable to do as much as I’d like.

What prompted you to get involved?

When Trump got elected, I was devastated. Then I heard about the Women’s March. It was the day before my 60th birthday. I was excited to have an outlet for my pain and people to share it with. It was thrilling to see the wonderful turnout. We marched, standing together and setting records along the way. Around this time, I got word of the first INCO meeting, which I attended. I’ve been attending them ever since.

What’s a highlight of your involvement so far?
I’m  happy to have like-minded people to talk with and enjoy meeting the people at meetings and events. It is nice to share space with so many talented and interesting people.

That’s your vision for a better future?
  • I want my son to live in a world where he is not expected to “defend” his female partners because they‘re not seen as his equals.
  • I want my son’s last name to be neutral rather than a liability.
  • I want to be able to stop fighting old white men. In my youth they refused jobs to my mother and me because we were women; now, they want to stuff me back in that same old box. I thought I was done with all that, but they are back in my face again. 
  • I want to grow native flowers and teach children to read.
  •  I want those same children to be able to follow their dreams.

What’s one book, quote, or action that you recommend to everyone who’ll listen?

In light of the current political climate, the bumper sticker on my refrigerator seems to just about sum it up. It quotes Barack Obama and reads, “The best way to not feel hopeless is to get up and do something.” Sometimes, I feel like giving up the fight and crawling off into a corner of my garden forever, Instead, I get up and do something: write a letter, make a call, send an email, check the news, research a Supreme Court decision-- anything to just keep moving forward. Hope is a choice; kindness is a choice. I choose hope, and I choose kindness. I hope you will too.

All of this must be done this week. CHIP, MIECHV and the Special Diabetes Program will run out of money without reauthorization, and the people of Puerto Rico are suffering through a humanitarian crisis that must be immediately addressed. 
The energy we used to save the ACA must now go to empowering our MoCs to act. Our most vulnerable citizens are relying on our government to provide for their needs, and we cannot disappoint them.

Yesterday, the Senate Finance Committee held a sham hearing on the ACA repeal bill. As the ranking Democrat on the Finance Committee, Senator Wyden did us proud by eviscerating it based on the facts and asking important questions its sponsors couldn’t answer.

They could not justify legislation that, according to a newly released partial CBO report, will
• cost millions their healthcare
• substantially reduce federal funding for Medicaid
• cut individual market subsidies
• http://cbsn.ws/2wgEKec

Since the bill’s sponsors could not explain its merits, they’ve chosen instead to try garnering support by buying off wavering Senators.  As Senator Wyden put it, “[this bill is] a pork parade where you just give out huge, big slabs of pork in order to try and win a vote” http://bit.ly/2fv7QUf

These tactics, however, are not working. Senators are going on record as “no” votes http://cnn.it/2xs5wV5.

Nevertheless, we cannot become complacent because the bill is still scheduled for a vote. And Ted Cruz thinks the Senate can get to a “yes” http://bit.ly/2hvbDBl.

We must keep calling until the window to repeal the ACA with 50 votes ends – midnight September 30th.  Grab your phone and start calling.  Millions of lives depend on it.

The best way you can help defeat the Graham-Cassidy bill is to use the Indivisible page for Oregon on health care.  Use the link at the top of the page to link you to the phone bank for calling people in red states to encourage them to call their Members of Congress. Nationwide, Indivisibles have already made 191,000 calls to Congress!
 
The New York Times reports that a major policy objective behind GOP proposals is keeping big donors happy. This likely means the GOP will be desperate for a win with their plans to cut taxes for the wealthy and to reinforce white supremacist and anti-immigration policy. Read more here. 
 
 Indivisible Guide urges us to also do this week:
 
1. A ban is a ban, and it's unconstitutional. The Trump administration's latest revision to its travel ban includes non-Muslim majority countries. These changes are still unconstitutional and un-American. Contact your Members of Congress. Read more here.
 
2. Ask your Members of Congress to immediately pass emergency disaster relief for Puerto Rico. 3.5 million Americans live in Puerto Rico, and right now they need federal support. Hurricane Maria has devastated the Island, leaving at least ten dead, and millions without power. Puerto Rico deserves the same immediate federal response that victims of Hurricane Harvey received. Ask your members of Congress to make sure they get it without delay. 

And, if you can, please 
make a donation to Unidos to help people on the ground right now. The fund will be managed by the Hispanic Federation, a leading Latino nonprofit organization with more than 25 years of experience in providing disaster-relief assistance to Latinos in the United States and Latin America. Last night the GOP made changes to the ACA repeal bill to get Senators on board. The changes make an already craven, cruel bill far worse. 
The latest ACA repeal, dubbed “Grassidy 2.0”:
• Increases money to Arizona, Kentucky and Alaska in a blatant attempt to buy off Senators McCain, Paul, and Murkowski who were (possibly) voting “no” 
• Worsens protections for preexisting conditions and makes it easier to waive out of pocket caps to please hardline conservatives Cruz, Lee, and Paul

The latest ACA/Obamacare repeal bill, the Graham-Cassidy-Heller Amendment, destroys Medicaid—laying waste to a 52-year-old program that provides care for children, disabled, elderly and working poor…just to give the wealthy a tax break and claim a legislative victory. http://bit.ly/2ycArS2
Medicaid expansion and market-place subsidies will be replaced with small temporary block grants which will decrease every year. These grants are not earmarked for Medicaid expansion patients, so they could be used in for other purposes. These grants end in 2027—leaving those previously covered by the ACA with nothing. http://bit.ly/2fhYDuX
The government will no longer provide guaranteed funding for traditional Medicaid patients (children, elderly, disabled). Instead, states will receive limited set amounts that are less than present allocations. Increases in population or illness rates will force states to further cut coverage and/or enrollment. http://bit.ly/2fhYDuX
This is entitlement reform to end Medicaid, which breaks the federal government’s promise to take care of all Americans—not just the wealthy.
We must stop this bill by
• calling our blue Senators and asking them to run to out the clock—since this bill can only pass with 50 votes through September 30th.
• calling constituents in swing states and helping them call their Senators.

The latest ACA/Obamacare repeal bill, the Graham-Cassidy-Heller Amendment will cause 32 million Americans to lose healthcare (http://bit.ly/2hhZpIE). Oregon stands to lose the most (http://nyti.ms/2hflew7).

We must stop this bill. Our weapons are our phones, which we will use to:
• call our blue Senators and ask them to use every Senate procedure in the book to run to out the clock—since this bill can only pass with 50 votes through September 30th.
• call constituents in swing states (AK, AZ, ME, OH, TN, OH) and help them call their Senators using Indivisible Guide’s Calling Tool.  

We must work fast, because this bill is far worse than any of its previous iterations.  It is especially hard on women and children:
• up to 13 million women could lose maternity care
• pregnancy will be a preexisting condition; insurers can charge women $17,000 more for coverage again
• cuts to Medicaid endanger half of all live births
