BACKGROUND:

Responding to drone attacks on Saudi oil fields, for which Yemeni rebels took credit, Trump tweeted he’s “locked and loaded,” ready to unilaterally move against Iran on Saudis’ behalf; and Pompeo called it “an act of war”—although no American property destroyed or lives lost. Yesterday, Trump ordered new sanctions. 
We’re on brink of war with Iran for second time in three months because Trump 
  • withdrew from successful Iran nuclear deal, escalating economic sanctions on Iran in hopes of forcing Iran back to negotiating table 
  • vetoed Congressional attempts to end support for Saudi-UAE war in Yemen 
  • claims he doesn’t need congressional approval to strike Iran.  
This week Congress begins conferencing House and Senate versions of National Security Defense Authorization Act (NDAA). House version contains bipartisan supported amendment preventing war with Iran absent Congressional authorization, except in response to attack on America. The Senate’s vote—50-40—fell short of 60 needed to pass.  
To prevent a senseless war, Congress must clearly reclaim its constitutional authority over war and peace by (1) immediately passing Prevention of Unconstitutional War with Iran Act (H.R.2354/S.1039) and (2) ensuring that NDAA’s conference report retain the House’s bipartisan amendment containing similar language.
