BACKGROUND:

September is funding crunch time. An impeachment inquiry must begin soon. And Congress has three weeks to pass FY 2020 appropriations.
Congress agreed to a higher debt ceiling and more robust spending for many non-defense programs. But the House still must cut $15 billion from its non-defense appropriations, which itpassed before final negotiations with the Senate and White House. And if the Senate Democrats again fail to fight for restrictions on DHS spending, they will squander another chance to protect immigrants from some of Trump’s cruel policies.
In the scramble that lies ahead, our MoCs need to:
 1) Protect the safety net and other key non-defense programs such as funding for the census, IRS enforcement, and environmental protection, among others.
2) Preserve guardrails on DHS funding in the House bill including no new funding for a border wall; no funding transfers to pay for ICE removal operations; no seizure of possible sponsors for children using information supplied in the application to the Office of Refugee Resettlement; and guarantees MoCs access to detention facilities.
Please urge your MoCs to pass full funding for non-defense spending, keep the House-passed restrictions on DHS spending, and support an immediate impeachment inquiry.
